Results of the work of the Association of Kazakhstan Machinery Industry for October 2025

In October, the Association of Kazakhstan Machinery Industry continued its active work to support enterprises in the industry, interact with government agencies, and promote the interests of domestic manufacturers.


KEY EVENTS OF THE MONTH


October 6

Executive Director of the Association Talgat Bazarbekov and his deputy Arman Galimov met with the Chief of Staff of the Mazhilis of the Parliament of the Republic of Kazakhstan Renat Aitayev. Representatives of the Ministry of Industry and Construction of the Republic of Kazakhstan also took part in the meeting, which discussed issues related to stimulating domestic demand and increasing the level of localization in the machine-building industry.


October 8

Executive Director of the Association Talgat Bazarbekov discussed issues of state support and development of the machine-building industry with Senator Evgeniy Bolgert of the Parliament of the Republic of Kazakhstan.


October 13 

Executive Director of the Association Talgat Bazarbekov and his deputy Arman Galimov took part in a meeting with deputies of the AMANAT party, during which they discussed issues of supplying domestic raw materials to enterprises in the machine-building industry, as well as improving the electronic procurement system.


October 22 

A joint meeting of the Committees on Mechanical Engineering and Metalworking and the Manufacturing Industry under the Presidium of the Atameken National Chamber of Entrepreneurs was held to discuss the launch of a new Register of Kazakhstani Commodity Producers.


October 24 

On the eve of the Day of the Republic of Kazakhstan, 19 employees of machine-building enterprises were awarded the “Honorary machine builder” badge on the recommendation of the Association of Kazakhstan Machinery Industry.


October 28 

Meyram Pshembayev, Chairman of the Board of the Association of Kazakhstan Machinery Industry, met with Maulen Ashimbayev, Chairman of the Senate of the Parliament of the Republic of Kazakhstan. They discussed issues related to improving legislative regulation and systemic measures to support the machine-building industry.


October 31 

Deputy Chairman of the Board of the Association Yerkhanat Makanov and Deputy Executive Director of the Association Arman Galimov held a meeting with Deputy Chairman of the Senate of the Parliament of the Republic of Kazakhstan  Zhakip Assanov and Vice Minister of Industry and Construction of the Republic of Kazakhstan Olzhas Saparbekov. They discussed issues of legislative regulation and systemic measures to support the machine-building industry within the framework of the draft law on machine building (expansion of the list of raw materials formed by the Ministry of Industry and Construction of the Republic of Kazakhstan to supply manufacturing enterprises, criteria for categorizing business entities, conclusion of off-take contracts within the framework of the Industrial Policy Law).


WORKING WITH REGIONAL REPRESENTATIVES


In October, five meetings were held with regional representatives.


Topics and issues discussed:

1. Key provisions of the new Tax Code.

2. Presentation of the Tizilim state information system.

3. Progress in implementing the National Goods Catalog state database.

4. Transition of Kazakhstan's industry to the principles of Best Available Technologies.

5. Practical implementation of dual education at machine-building enterprises.

6. Presentation of the activities of Inkar-1 LLP.

7. Presentation of the activities of EnKo LLP.

8. Presentation of the activities of PROLUX LED LLP.

9. Presentation of the activities of AziaKotlomash LLP.

10. Information on the work done by the Association.


 

WORKING WITH GOVERNMENT, QUASI-GOVERNMENT, AND OTHER AGENCIES

 

  • In cooperation with the Department of Industrial Infrastructure and Domestic Value Development of the Ministry of Industry and Construction of the Republic of Kazakhstan, work is underway to create a register of goods produced by Kazakh manufacturers, aimed at increasing transparency and supporting domestic enterprises in the machine-building industry.
  • Work is underway to collect information on the needs of enterprises in the industry for ferrous metallurgy products from Qarmet JSC.
  • Work has been carried out with the Ministry of Industry and Construction of the Republic of Kazakhstan to compile a list of taxpayers who import raw materials and materials that are not produced in the Republic of Kazakhstan and are used by domestic manufacturers in the production of finished products. It should be recalled that, at the initiative of the Association of Kazakhstan Machinery Industry, a provision was included in the new Tax Code providing for a deferral of VAT payments for up to 12 months on raw materials and materials used in the production of finished products and not produced in the Republic of Kazakhstan.

  • Cooperation with government agencies continues on the implementation of recommendations developed following the 12th Forum of Kazakhstan Machine Builders. The recommendations cover a wide range of issues, including: supplying enterprises with domestic raw materials; the introduction of a National Industrial Information System; the participation of OTP in the implementation of the National Project for the modernization of the energy and utilities sectors; increasing labor productivity through the adoption of a policy document aimed at introducing industrial robotics, as well as stimulating the production of equipment and automation tools for priority sectors of the economy.





INTERNATIONAL COOPERATION


The Association of Kazakhstan Machinery Industry continues to support domestic enterprises in expanding partnerships, entering new markets, promoting domestic products on the international arena, and familiarizing themselves with advanced technologies and modern industrial solutions.


On October 7-10, Yerkanat Makanov, Deputy Chairman of the Board of the Association of Kazakhstan Machinery Industry, as part of the delegation of the Republic of Kazakhstan, took part in the 66th International Engineering Fair (MSV 2025) and a business forum dedicated to the potential of Central Asia, held in Brno, Czech Republic.

During the visit, a number of bilateral meetings were held with representatives of leading Czech companies and industry associations, including the management of the Association of Mechanical Engineering Technologies (SST), as well as a visit to the Aircraft Industries short-range aircraft manufacturing plant.


On October 3-16, AKMI Deputy Executive Director Makhambet Mendigaliyev and Senior Manager of the Regional Development and Certification Department Alexey Ishchuk visited the TESK factory in Hangzhou, one of the leaders in the production of industrial pumps, during a working trip to the People's Republic of China. They also took part in the 138th Canton Fair in Guangzhou.


On October 20, the Association of Kazakhstan Machinery Industry, together with the Embassy of the Islamic Republic of Iran in the Republic of Kazakhstan, held an online meeting with representatives of Iranian companies.

The parties discussed ways to develop industrial cooperation between Kazakhstan and Iran, including the creation of joint ventures, the implementation of investment projects, technology transfer, and personnel training.


On October 21, AKMI Executive Director Talgat Bazarbekov and Head of the Regional Development and Certification Department Mikhail Kuzmenko took part in the business forum “Sverdlovsk Region – Republic of Kazakhstan: Ural Solutions for Kazakh Industry.” During the forum, negotiations were held with representatives of the Ministry of International and Foreign Economic Relations of the Sverdlovsk Region, the Ministry of Industry and Science of the region, as well as representatives of industrial enterprises.


The Association of Kazakhstan Machinery Industry continues its systematic work to develop the industry, support enterprises, and strengthen the position of domestic machine building in domestic and international markets.
