Results of the work of the Association of Kazakhstan Machinery Industry for November 2025

In November, the Association of Kazakhstan Machinery Industry continued its active work to develop and support enterprises in the industry, engage with government agencies, and implement initiatives to stimulate manufacturing activity.


KEY EVENTS OF THE MONTH


November 6 

Meiram Pshembaev, Chairman of the Board of the Association of Kazakhstan Machinery Industry, held a meeting with Roman Sklyar, First Deputy Prime Minister of the Republic of Kazakhstan. They discussed issues related to the Register of Kazakhstani Manufacturers, specifically the introduction of a transition period until all procedures are completed, to ensure the uninterrupted operation of enterprises, preserve production chains, and prevent a decline in business activity in the industry.


November 25

A roundtable on the development of mechanical engineering was held in the city of Saran, attended by Maulen Ashimbayev, Chairperson of the Senate of the Parliament of Kazakhstan; Yermaganbet Bulekpaev, Governor of the Karaganda Region; representatives of government agencies and quasi-governmental organizations; the business community; and experts. Meiram Pshembaev, Chairman of the Board of the Association of Kazakhstan Machinery Industry, presented the Association’s key initiatives.


November 27

Yerkanat Makanov, Deputy Chairman of the Association’s Board, held a working meeting with the Deputy Minister of Energy of the Republic of Kazakhstan, during which they discussed prospects for strengthening cooperation with oil production companies and opportunities to support the upcoming 13th Forum of Machine Builders of Kazakhstan.


November 28

Meiram Pshembaev, Chairman of the Board of the Association of Kazakhstan Machinery Industry, took part in the 5th meeting of the Kazakhstan-Switzerland Business Council, which was chaired by the Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin and Vice President of the Swiss Confederation Guy Parmelin.

During the meeting, a signing ceremony was held for a memorandum of cooperation and collaboration in the field of mechanical engineering between the Union of Mechanical Engineers of Kazakhstan and the Swiss Association of the Technology Industry (SwissMEM).


November 28

Meiram Pshembaev, Chairman of the Board of the Association of Kazakhstan Machinery Industry, held a meeting with an Austrian delegation at the Samruk-Kazyna JSC premises, following which a memorandum of cooperation and collaboration was signed with the Austrian Railway Industry Association.

In November, 4 meetings were held to discuss key topics and issues:

1. Ongoing measures to increase the share of domestic value and import substitution policy

2. Presentation of the activities of Silumin-Vostok LLP

6. Presentation of the activities of the Italy 4 Trade International Association

7. Presentation of the activities of Nova-Engineering LLC

8. Information on the work carried out by the Association of Kazakhstan Machinery Industry. 


WORK WITH GOVERNMENT, QUASI-GOVERNMENT, AND OTHER AGENCIES

 

  • Discussions are underway with the Agency of the Republic of Kazakhstan for Atomic Energy regarding the participation of domestic enterprises—members of the Union—in the project to construct a nuclear power plant in the village of Ulken, Almaty Region.
  • Work is underway with JSC “NAC Kazatomprom” to expand the participation of domestic enterprises in import substitution and production localization programs. Seven enterprises—members of the Union (LLC “MER,” Petropavlovsk Heavy Machinery Plant JSC, Agromir, Eurasian Mechanical Plant, Pavlodar Pipeline Fittings Plant, Inkar-1, and Metal Onim LLP) have submitted proposals to the updated pool of 55 product lines for the Company’s import substitution.
  • Specialists from Kazatomprom’s subsidiaries visited the enterprises to familiarize themselves with their production activities and verify product compliance with technical requirements. Following the meetings, further steps were agreed upon: the provision of technical documentation and materials for testing, as well as the organization of production trials.
  • Work is underway with the Ministry of Industry and Construction of the Republic of Kazakhstan to create a registry of goods from Kazakhstani manufacturers, aimed at increasing transparency and supporting domestic enterprises in the machine-building industry, as well as implementing the Comprehensive Plan for the Development of the Machine-Building Industry for 2024–2028.
  • Work has been carried out with the Ministry of Industry and Construction of the Republic of Kazakhstan to compile a list of taxpayers importing raw materials and supplies not produced in the Republic of Kazakhstan and used by domestic manufacturers in the production of finished goods. It is worth noting that, at the initiative of the SMK, a provision was included in the new Tax Code allowing for a deferral of up to 12 months on VAT payments for raw materials and supplies used in the production of finished goods and not produced in Kazakhstan.
  • Cooperation with government agencies continues regarding the implementation of recommendations developed following the 12th Forum of Machine Builders of Kazakhstan. The recommendations cover a wide range of issues, including: supplying enterprises with domestic raw materials; implementing the National Industrial Information System; the participation of the OTP in the implementation of the National Project on MEX;
  •  increasing labor productivity through the adoption of a policy document aimed at introducing industrial robotics, as well as stimulating the production of equipment and automation tools for priority sectors of the economy.



INTERNATIONAL COOPERATION


The Association of Kazakhstan Machinery Industry continues to support domestic enterprises in expanding partnerships, entering new markets, and promoting domestic products on the international stage. Special attention is also given to familiarizing companies with cutting-edge technologies and implementing modern industrial solutions.


On November 6, a meeting was held with the participation of Talgat Bazarbekov, Director of the Association’s Executive Directorate, Liliana Ursu, Director of Italy4Trade International SRL, and Alessandro Orizio, Partner and Project Manager of the company. During the discussion, practical steps were outlined for the implementation of joint initiatives, including the organization of online B2B meetings between Kazakhstani and Italian companies, the development of industrial cooperation, technology exchange, and the training of engineering personnel.


The Association of Kazakhstan Machinery Industry continues its systematic work to develop the industry, support enterprises, and strengthen the position of the domestic machine-building sector in domestic and international markets.
