The Association of Kazakhstan Machinery Industry presented key initiatives for the development of machine building

A round table on the development of machine building was held in Saran with the participation of the Chairman of the Senate of the Parliament of the Republic of Kazakhstan, Maulen Ashimbayev, the Akim of the Karaganda Region, Yermagambet Bulekpaev, representatives of state bodies and quasi-state organizations, business and the expert community.

The event was attended by Meyram Pshembayev, Chairman of the Board of the Association of Kazakhstan Machinery Industry, who presented the Association's key initiatives.

In his speech, Meyram Pshembayev noted that with the support of the Senate, extensive work is being done to improve industry legislation. On behalf of Senate Speaker Maulen Ashimbayev, a package of proposals for a bill to support machine building has been prepared and is currently under consideration in the Senate.

Together with Senate Vice Speaker Zhakip Assanov and Deputy Evgeniy Bolgert, a working group has been formed within the Senate Project Office. Key areas of work include: providing domestic enterprises with raw materials, financing, training personnel, creating a National Industrial Information System, and increasing the investment attractiveness of the industry.

The Association of Kazakhstan Machinery Industry has also introduced legislative initiatives to develop domestic value, adjust the criteria for classification as a large business, and ensure the supply of raw materials to enterprises. Work is underway to conclude direct contracts with Qarmet JSC for 2026.

Meyram Pshembayev noted the progress of dual education projects being implemented jointly with the Ministry of Education and the Ministry of Industry and Construction of the Republic of Kazakhstan. Pilot projects are currently being implemented in three regions: Akmola, Kostanay, and North Kazakhstan.

In accordance with the instructions of the Head of State, measures to support the manufacturing industry are being implemented: incentives in the new Tax Code, the development of off-take contracts, increased deductions for R&D, and the launch of a national project to modernize infrastructure.

Meyram Pshembayev proposed to accelerate the introduction of industrial robots, and a separate state planning document on robotization is currently being prepared.

“The Association of Kazakhstan Machinery Industry, with the support of the Senate and the Government, is ready to implement the President's instructions on the development of the industry. We hope that today's meeting will give additional impetus to this work and will accelerate the adoption of the necessary decisions,” Meyram Pshembayev concluded his speech.

Senate Speaker Maulen Ashimbayev noted the high industrial base and significant potential of the Karaganda region, but drew attention to persistent problems: import dependence, a shortage of skilled workers, and technological and digital gaps.

"Today, we are witnessing the active development of mechanical engineering in the country. At the same time, there are still many problems in this area. One of the most important is ensuring affordable financing and attracting investment. To address these and other issues, the Senate has developed a separate bill on support for mechanical engineering. Overall, the mechanical engineering industry in Kazakhstan has significant potential. To realize this potential, effective cooperation between government agencies, business, science, and the education system is needed. Such cooperation will make it possible to create competitive production facilities, increase localization, and move toward the creation of a modern, efficient, and export-oriented machine-building industry," the Speaker of the Senate noted in his speech.

During their visit to the Karaganda region, the delegation visited a number of factories located in the industrial zone of the city of Saran: the Tengri Tyres KZ LLP car tire factory, the QazTehna LLP bus and commercial vehicle factory, and the Silk Road Electronics LLP factory, which specializes in the production of household appliances and electronics.
