RPCSE: Development of domestic production by provision of equal opportunities for business

On June 23 2017, a meeting of the Republican Public Council on Support of Entrepreneurship Support (RPCSE) at the party “Nur Otan” was held in the central apparatus of the party “Nur Otan”, at which the issue of supporting domestic producers in the field of tax administration was considered.

Moderator of the session was a Deputy of the Majilis of the Parliament of the RK, Chairman of the Republican Public Council for Support of Entrepreneurship at the party “Nur Otan” M.Pshembayev.

First Deputy Minister of National Economy of the RK Dalenov R., First Vice-Minister for Investments and Development Aydarbaev A., deputies of Majilis and Senate of the Parliament of the RK, representatives of “Atameken” NCE and other public figures took part in the meeting.

Opening the meeting, RPCSE Chairman, Majilis deputy M.Pshembayev noted, “After Kazakhstan’s accession to the WTO, a number of tax preferences for domestic production were abolished. Thus, enterprises that produce end products in the territory of special economic zones from January 1, 2017, pay VAT, while some importers supply similar products to Kazakhstan at a zero rate of value added tax. There are no such precedents in any state. “

Heads of large companies as “Agromashholding” JSC, “Alageum Electric” JSC, “Almaty Ventilation Plant” LLP have shared their opinion about this issue.

Proposals of domestic producers to stabilize the current situation were fully supported by members of the RPCSE, members of the Senate and Majilis of the RK, public and party figures.

As a result of the meeting, it was decided to exclude those goods from the list of imported goods at a preferential tax rate, analogues of which are produced in Kazakhstan.

Moreover, proposals to improve the availability of leasing instruments, improve the system of investment contracts, as well as methods to combat unscrupulous producers (false producers) were discussed.

Following the meeting, a number of decisions were chosen, which will be addressed to the Government of the RK.
