In August, the Association of Kazakhstan Machinery Industry continued its active work to support enterprises in the industry, interact with government agencies, and promote the interests of domestic manufacturers.
KEY EVENTS OF THE MONTH
August 6
The Chairman of the Board of the Association of Kazakhstan Machinery Industry, Meyram Pshembaev, met with the Assistant to the President of the Republic of Kazakhstan on Economic Issues, Kanat Sharlapaev. During the meeting, information was presented on the meeting of the participants of the General Assembly of the Association of Kazakhstan Machinery Industry. Issues related to the access of enterprises in the industry to information on current production, exports and imports, procurement needs, the establishment of transparent information exchange between business and government agencies, and the increase of domestic value were also discussed.
August 12
An appeal was sent to the President of Kazakhstan, Kassym-Jomart Tokayev, on behalf of the Chairman of the Association's Board, Meyram Pshembaev, outlining the priority areas for further development of the industry. The document emphasizes the need for a strategic rethinking of approaches to increasing labor productivity, accelerated introduction of robotic systems, and conclusion of off-take contracts and long-term agreements. The Association also noted the importance of holding the annual Kazakhstan Machine Builders Forum and the Kazakhstan Machinery Fair international exhibition as effective platforms for dialogue between the state and business.
August 22
The director of the executive directorate of the Association, Talgat Bazarbekov, took part in the celebrations dedicated to the anniversary of KAMAZ-Engineering JSC. During the event, guests were given a tour of the production workshops, where dozens of types of freight and special equipment are manufactured.


August 26
The Association of Kazakhstan Machinery Industry held a meeting of the Committee on Machine Building and Metalworking of the Presidium of the Atameken National Chamber of Entrepreneurs in Astana.
The meeting was chaired by the Deputy Chairman of the Committee, member of the Association's Board Temirzhan Abdrakhmanov.
The main issues discussed were:
- involvement of domestic producers in the National Project “Modernization of Energy and Housing and Utilities”;
- preparation for the launch of the Unified Register of Kazakhstani Producers.


August 27
The Chairman of the Association's Board, Meyram Pshembaev, held a meeting with the First Deputy Prime Minister of Kazakhstan, Roman Sklyar. During the talks, key issues related to the development of the machine-building industry were discussed, including the supply of domestic raw materials to enterprises and measures to stimulate domestic processing.
August 29
A meeting between the AKMI delegation and regional enterprises took place in Aktau at the Atameken Regional Chamber of Entrepreneurs in Mangistau Region. During the meeting, the Association's activities were presented and key issues for the development of the industry were discussed, including supplying enterprises with domestic raw materials and supplies, training personnel, concluding long-term off-take contracts, localizing production, and prospects for cooperation with large companies and subsoil users.


WORKING WITH REGIONAL REPRESENTATIVES
Four meetings with regional representatives were held in August.
Topics and issues discussed:
1. Siemens' artificial intelligence-based solutions for improving production efficiency and reliability.
2. Presentation of the mechanism for financial support of industrial cooperation between enterprises within the EAEU.
3. The procedure for domestic manufacturers to submit documents to KazNIISA JSC for inclusion of their products in the estimated and normative base of the Republic of Kazakhstan.
4. Presentation of the activities of the Sigma Corporation LLP.
5. Insurance of enterprise employees against accidents.
6. Presentation of the activities of the Temirtau Foundry LLP.
7. Presentation of the activities of LED Solutions LLP.
8. Information on the work done by the AKMI.


WORKING WITH GOVERNMENT, QUASI-GOVERNMENT, AND OTHER AGENCIES
1. Work is underway to implement the recommendations developed following the 12th Forum of Kazakhstan Machine Builders. In particular, ensuring that domestic enterprises have access to affordable raw materials, including ferrous metallurgy products. Consultations were held with Qarmet JSC in conjunction with the Ministry of Industry and Construction of the Republic of Kazakhstan.
2. Meetings and online consultations were held with the management of the Ministry of Industry and Construction of the Republic of Kazakhstan and Qazindustry JSC. During the discussions, the issue of amending the Law of the Republic of Kazakhstan “On Industrial Policy” in terms of forming a list of raw materials was considered. Work is also underway to clarify information on prices for raw materials supplied abroad, with the priority task of providing Kazakhstani enterprises with affordable resources.
3. Together with the Ministry of Industry and Construction of the Republic of Kazakhstan and JSC “NC ”Kazakhstan Temir Zholy," changes are being developed to the rules for the technical operation, maintenance, and repair of rolling stock concerning the use of new domestically produced spare parts in the overhaul of railcars.
4. In cooperation with the Ministry of Industry and Construction of the Republic of Kazakhstan, the following regulatory acts are being developed
- Rules for purchasing goods from Kazakhstani manufacturers and concluding off-take contracts within the framework of the national project to modernize the energy and utilities sectors.
- Rules for planning and concluding contracts aimed at industrial development, as well as monitoring their implementation.
- Rules for the development, coordination, approval, implementation, and monitoring of domestic value development programs.
5. Cooperation has been established with the Industrial Development Fund JSC within the framework of leasing agreements with JSC “NC ”Kazakhstan Temir Zholy" and its subsidiaries for the supply of domestic railway components.
6. Work was carried out jointly with the Ministry of National Economy of the Republic of Kazakhstan to discuss the provisions of the new Tax Code. The dialogue covers key issues for the industry, including the provision of a deferral of value-added tax on imported goods not produced in the Republic of Kazakhstan, the possibility of paying VAT by offsetting it against imports, and clarification of approaches to categorizing small and medium-sized businesses.
7. Together with Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, systemic proposals are being developed for the development of the machine-building industry, including ensuring that enterprises have access to affordable raw materials and stimulating domestic processing, affordable financing and the restoration of effective subsidy instruments, expanding measures to stimulate domestic demand for Kazakhstani products, supporting domestic producers within the framework of national projects in the energy and housing and utilities sectors, etc.

The Association of Kazakhstan Machinery Industry regularly informs its members about opportunities to participate in international exhibitions, forums, and business missions.
