Practical implementation of the National Project for the Modernization of the Energy and Utilities Sectors (MEKS) for 2025–2029 has begun

A conference titled “National Project ‘Modernization of the Energy and Utilities Sectors’: Opportunities for Kazakhstani Business” was held in Astana, according to the Ministry of Industry and Construction of the Republic of Kazakhstan.

Opening the plenary session of the conference, Deputy Prime Minister of Kazakhstan Kanat Bozumbayev emphasized that economic and industrial growth, as well as the creation of a favorable investment climate, are impossible without high-quality infrastructure.

In his 2024 Address to the Nation, President of Kazakhstan Kassym-Jomart Tokayev emphasized the need for a comprehensive solution to the accumulated infrastructure challenges, for which the Government approved the National Project on the Modernization of the Energy and Utilities Sectors last December.

“To date, the entire necessary regulatory framework has been established, ensuring the unimpeded attraction of long-term and affordable financing from financial institutions. We have now moved on to the practical implementation of the National Project. This year, investments totaling approximately 144 billion tenge are being attracted on a pilot basis across 48 natural monopoly entities,” noted Kanat Bozumbayev.


During his speech, Deputy Minister of Industry and Construction Olzhas Saparbekov emphasized that one of the main priorities within the implementation of the National Project for the modernization of the energy and utilities sectors is the promotion of domestic content in the procurement of goods.

“During the development of the rules, potential investment projects under the National Project were analyzed for the supply of Kazakhstani goods. As a result, a list was compiled of 212 enterprises producing 2,401 product items, covering the specified demand in the amount of 2.201 trillion tenge,” noted Olzhas Saparbekov.
