New mechanisms to support the mechanical engineering and transport industries were discussed in the Senate

Senate deputies discussed measures to develop mechanical engineering, modernize the transport industry, and eliminate redundant administrative procedures during an expanded meeting of the Committee on Economic Policy, Innovative Development, and Entrepreneurship. The meeting reviewed the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Development of Mechanical Engineering and Transport."

Senators reviewed amendments aimed at further improving legislation in the field of mechanical engineering, aligning aviation regulations with international standards, and reducing bureaucracy in the activities of government agencies in the transport industry.

It was noted that the document includes measures to enhance the investment attractiveness of domestic mechanical engineering, introduce new technologies, increase the export potential of enterprises, and enhance the domestic value of their products. Specifically, it proposes introducing a mechanism for offsetting the payment of recycling fees by manufacturers of vehicles and agricultural machinery, as well as simplifying the procedure for refunding overpaid or erroneous payments.

Furthermore, the law proposes regulating leasing terms for individuals, including requirements for leasing companies and limits on penalties. According to meeting participants, these measures will contribute to increased accessibility of equipment for citizens and the development of the financial sector.

A separate set of amendments concerns the aviation industry. These changes are aimed at harmonizing national legislation with international standards and the requirements of the US Federal Aviation Administration, which will allow Kazakhstan to pass the International Aviation Safety Assessment and create additional conditions for the establishment of direct air service between Kazakhstan and the United States.

Also, as part of the policy to debureaucratize the government apparatus, it is proposed to transfer a number of government functions to the level of bylaws. The amendments affect road, rail, sea, and air transport, as well as highways.
