MEKS: First projects launched in the regions

Deputy Prime Minister of Kazakhstan Kanat Bozumbayev reviewed the progress of the National Project for the Modernization of the Energy and Utilities Sectors (MEKS). The Deputy Prime Minister heard reports on the financing of pilot projects, the procurement mechanism, support for domestic manufacturers, and the creation of the unified digital platform “Smart Turmys.”

To date, 48 pilot projects have been approved for participation in MEKS. This year, 22.5 billion tenge has been allocated through JSC “KZHK” to launch 10 MEKS pilot projects in the Karaganda, Pavlodar, West Kazakhstan, and North Kazakhstan regions. This marks the first time that KZHK JSC has purchased bonds issued by akimats, aimed at modernizing heat supply, water supply, water treatment, and power supply facilities.

Eight projects totaling 118.4 billion tenge are currently under review by BRK JSC. Government agencies have organized cooperation between domestic goods producers and natural monopoly entities. A registry of domestic goods producers is being created. A total of 669 EPC contractors have been identified by region, with procurement volumes across 2.7 product categories amounting to 2.2 trillion tenge.

A list of potential goods for establishing production under off-take contracts has been compiled. The demand for goods has been published on the official websites of the Ministry of Industry and Construction and QazIndustry JSC.

An electronic procurement platform is being developed. Meetings have been held with industry associations and domestic goods producers to familiarize them with the goods procurement mechanism. On-site seminars and meetings are continuing across the regions to explain the main directions of the National Project. Progress on the implementation of the National Economic and Social Development Plan is published on the website modernization.kz and the Modernization.Kz Telegram channel.

Separately, at the Project Office meeting, attention was focused on the implementation of digitalization, instrumentation, and artificial intelligence in the housing and utilities sector, as well as the study of international experience.

Following the meeting, the Deputy Prime Minister issued a series of instructions to local administrations and relevant ministries to promptly complete all ongoing processes and determine the regions’ needs for 2026–2029 within the framework of the MEKS.
