The Mazhilis Passes a Bill on the Development of the Machinery Industry in Its Second Reading

A meeting chaired by the Speaker of the Mazhilis of the Parliament of the Republic of Kazakhstan was held to consider, in its second reading, a draft law aimed at developing the machinery and transportation industries.

Olzhas Saparbekov, Deputy Minister of Industry and Construction of the Republic of Kazakhstan, took part in the discussion.

The bill provides for a set of measures aimed at supporting domestic manufacturers, developing industrial cooperation, introducing modern technologies, and increasing the competitiveness of Kazakhstani products in both domestic and foreign markets.

One of the key areas will be the development of industrial clusters with state support measures. This new approach will allow enterprises from different regions of the country to combine their production capabilities, strengthen cooperation, and create products with high added value.

The document also provides for the improvement of mechanisms governing the operation of special economic zones. The amendments are aimed at increasing the effectiveness of the benefits provided and creating additional conditions for the development of modern production facilities and the manufacture of in-demand products.

The bill devotes special attention to issues related to the regulation of the collection, storage, and processing of scrap and waste from non-ferrous and ferrous metals. The proposed regulations will ensure that industrial enterprises have access to secondary resources and enhance transparency in this sector.

Implementing these measures will create additional incentives for the development of the machine-building industry, attract investment, and strengthen the country’s industrial potential.
