Kostanay Region: main areas of development and a history of progress over the past two and a half years since Kumar Aksakalov was appointed head of the region.

KN has backed up the events that are obvious and felt by residents with figures and facts. Our review covers key industries in terms of growth dynamics and foreseeable plans.


Industrial Potential

As early as this year, seven projects will be launched with an investment volume of 321.1 billion tenge and the creation of more than 3,300 jobs.


Machinery Manufacturing

In this sector, the region is already a leader in Kazakhstan. The KIA plant was built in a record 1.5 years and is ready to launch. Agreements with the world’s fifth-largest automaker have become a reality. KIA is investing in automobile production in a foreign country for the first time, and that country is Kazakhstan. In July, the first car was already produced at the new plant in Kostanay! Overall, the production capacity is 70,000 cars per year. The investment volume exceeded 131 billion tenge. The plant will employ 1,500 people.

The SaryarkaAvtoProm plant is also continuing to increase its production volumes. There, the range of Chevrolet models has been expanded. Plans are in place to increase capacity to 30,000 vehicles per year. The investment portfolio totals nearly 34 billion tenge, and 400 new jobs will be created.

In part to supply these enterprises and other domestic automakers, an auto parts plant is being built in Kostanay based on TEHNOPARK KZ LLP. The facility will specialize in producing a wide range of components—from wiring harnesses and plastic parts to instrument panels and modular assemblies. The investment volume is 17.8 billion tenge, creating at least 800 new jobs.

To maximize the localization of vehicle production, another plant is ready to launch—for the production of drive axle beams, which will employ 650 people (investment: over 160 billion tenge).

Thus, our region is becoming, without exaggeration, the automotive capital.


Metallurgy

While just a few years ago the region’s industrial potential was assessed primarily through the mining sector, today the Kostanay Region is confidently striving to take a leading position in heavy industry. All of this is the result of consistent work, attracting strategic investors, and creating a favorable infrastructure.

One of the groundbreaking projects in this area has already been completed: “KamLitKZ,” a cast iron foundry that received nearly 80 billion tenge in investment. It has a production capacity of 45,000 tons of castings per year and has created jobs for 500 people.

In the field of advanced metal processing, the implementation of a large-scale, capital-intensive project—the “Construction of a Hot-Briquetted Iron Plant”—is planned for the near future. SSGPO JSC has conducted extensive work on selecting technology and equipment, and a gas supply contract for 500 million cubic meters has been approved. More than half a trillion tenge will be invested in the plant’s construction. The plan is to bring the plant’s capacity to 2.5 million tons of output per year, which will provide employment for 1,000 workers.

In light of the above, another aspect is also important—the expansion of the tax base, including in the single-industry town of Rudny. For example, once the hot-briquetted iron plant reaches its planned capacity, annual tax contributions to the budget will amount to 32 billion tenge. At the same time, the region’s manufacturing sector will grow by 9.2%.
