From January 1, 2026, in accordance with amendments to the Law “On Industrial Policy,” only enterprises included in the Register of Kazakhstani Commodity Producers (KCP Register) will be able to participate in regulated procurement on a priority basis and receive targeted measures of state support. This means that access to these instruments will be provided on a targeted basis to companies that actually carry out production in the territory of the Republic of Kazakhstan and have confirmed this status in digital format.
An application for inclusion of products in the KTP Register can be submitted after scoring the company's digital profile in your personal account. Some of the information in the personal account is automatically pulled from government information systems, and the applicant uploads the missing documents online. This “single window” architecture reduces the administrative burden, minimizes errors, and speeds up the verification process.
The data submitted is used for initial verification, confirming the legal status of the legal entity, the compliance of the types of activities with the declared products, and the existence of a production process. Next, end-to-end digital verification mechanisms are activated, which record the “digital footprints” of actual production.
Basic information that the KTP Registry checks and records in your personal account:
Legal status and details. BIN, registration date, director, address, and OKED are automatically downloaded from the state database of legal entities (GBD YUL) without the applicant's involvement. This eliminates the risk of inaccurate details and ensures that the profile is up to date.
Production sites. The addresses of production facilities are indicated and title documents are attached — for ownership, purchase and sale, rental, or leasing agreements. This allows the declared products to be directly linked to a specific location and production capabilities.
Equipment. The equipment actually used in the production process is listed, with supporting documents attached — purchase, lease, or rental agreements, accounting data, and technical passports. For each unit, indicate the name, model, purpose, and ownership status. Such detail excludes “paper” capacity and will allow you to correlate the declared types of products with the actual capabilities of the enterprise.
Information on the availability of permits for the relevant type of activity or actions (operations), if a permit procedure has been established for such type of activity or actions (operations) in accordance with the Law of the Republic of Kazakhstan “On Permits and Notifications.”
Supply chain. Suppliers are recorded in your personal account with basic details: BIN, counterparty name, subject, contract number, and date. A copy of the contract without amounts and commercially sensitive data is attached to each entry. After saving, a supplier card is generated, which can be used when creating requests for certain types of products. This format increases the transparency of the supply chain, confirms the availability of incoming flows of raw materials and components, and demonstrates the continuity of the production process without disclosing commercial secrets.
Additionally, at the digital verification stage, the system automatically compares the information provided with interdepartmental data. Electronic invoice turnover, customs statistics on exports and imports, and other indicators of economic activity are analyzed. This allows discrepancies to be identified and actual production to be confirmed using objective digital traces.
