On December 23, 2025, a roundtable discussion was held on supporting and developing domestic manufacturers, with the participation of representatives from QazaqGaz, the Ministry of Energy, the Ministry of Industry and Construction, Samruk-Kazyna Contract, the Association of Kazakhstan Machinery Industry, and leading domestic enterprises.
The key topic of discussion was the implementation of the Head of State’s directives, outlined in the Address “The Economic Course of a Just Kazakhstan” dated September 1, 2023, regarding increasing the share of Kazakhstani content in government procurement to 60% and expanding the share of off-take contracts with domestic manufacturers to 10% of the procurement volume.
The Association of Kazakhstan Machinery Industry confirmed its readiness to continue actively promoting the development of domestic production and to serve as a liaison between QazaqGaz JSC and machine-building enterprises. Meiram Pshembaev, Chairman of the Board of the Association of Kazakhstan Machinery Industry, noted the positive trend in the conclusion of off-take contracts between enterprises in the machine-building industry and subsidiaries of QazaqGaz.
“While 17 off-take contracts worth 924.2 million tenge were concluded in 2023, and 41 contracts worth 5.3 billion tenge in 2024, the number reached 41 contracts totaling over 4.9 billion tenge in the first 11 months of 2025. In total, 99 off-take contracts worth approximately 11.2 billion tenge were signed during these periods,” said Meyram Pshembaev.
At the same time, it was noted that despite the high potential of machine-building enterprises, the development of cooperation is hampered by a number of factors, including a lack of technical documentation and low procurement volumes.
The volume of imports of engineering products for the first nine months of 2025 amounted to approximately $20 billion, or 43% of the country’s total imports, indicating potential for import substitution.
QazaqGaz Board Chairman Alibek Zhamauov announced the implementation of new approaches to procurement.
“Under the new rules, procurement must be conducted electronically. This ensures the transparency and openness of procedures, fosters fair competition among potential suppliers, and helps prevent collusion among procurement participants,” noted Alibek Zhamauov.
He also emphasized that efforts to increase the share of local content are being carried out with the active support of relevant ministries, the Atameken National Chamber of Entrepreneurs, and the Association of Kazakhstan Machinery Industry.
During the roundtable, particular attention was paid to QazaqGaz’s projects in the fields of gas processing and the construction of main pipelines, where there are plans to increase the participation of domestic manufacturers.
During the roundtable, off-take contracts and agreements were signed between QazaqGaz subsidiaries and companies that are members of the Union of Machine Builders of Kazakhstan, such as Böhmer Armatura LLP (manufacturer of ball valves), West Kazakhstan Machine-Building Company JSC (manufacturer of turbine rotor blades for gas compressor units), and Kazakhstan ECHZ Technologies JV (anode grounding devices).
The roundtable confirmed that support for domestic manufacturers is becoming systematic and a priority, contributing to a reduction in import dependence and the development of the manufacturing industry.
The parties expressed their readiness to further strengthen their partnership, expand off-take programs, and continue working together to achieve their goals.
