Kazakhstan and Russia Are Developing a New Model of Cooperation

Cooperation between Kazakhstan and Russia in the industrial sector is systematic and sustainable. This collaboration is steadily deepening and has already resulted in a large portfolio of joint initiatives, ranging from the extractive sector to high-tech engineering.

To date, a portfolio of 177 projects has been established with a total investment volume of $52.7 billion, of which 122 projects worth $22.4 billion have been implemented, another 24 are currently underway with a volume of approximately $10 billion, and 31 promising projects worth $20.3 billion have been developed.

In fact, Kazakhstan and Russia are currently shaping a new model of industrial cooperation based on technology, localization, and joint production of high-value-added products.

Vladimir Putin’s state visit to Kazakhstan is expected to provide additional momentum for the launch of new joint production facilities and the further strengthening of the two countries’ industrial potential.

One of the largest examples is the EuroChem chemical complex, being implemented under the Intergovernmental Agreement between Kazakhstan and Russia. The project envisages the production of up to 600,000 tons of mineral fertilizers and 800,000 tons of sulfuric acid per year and is already considered strategically important for ensuring food security and the development of related industries.

In the machine-building sector, the KamLitKZ joint venture with KAMAZ PJSC in Kostanay holds a special place; it is a modern, high-tech manufacturer of automotive components for commercial vehicles. In terms of automation levels and the technological solutions employed, the facility is comparable to modern Daimler production sites — one of the largest in Germany — where components for next-generation engines are manufactured.

The Tengri Tyres joint venture with PJSC Tatneft is also actively developing the production of automotive tires under the Kazakhstani brand Attar. The enterprise has already become the only export-oriented tire manufacturer in Kazakhstan, and its projected production capacity will eventually reach 3.5 million tires per year.

The mining industry is represented by the Aktobe Copper Company, commissioned in 2007 by the Russian Copper Company, with a current production volume of 4.8 million tons of ore per year, creating 2,332 jobs and attracting approximately 18 billion tenge in investments over the past five years, which demonstrates the practical benefits and long-term nature of industrial cooperation.

In addition, a number of projects in the fields of mechanical engineering and construction materials production are currently underway and are scheduled for completion between 2026 and 2028.These include projects by Kazrost Engineering and RostSelMash to localize the production of agricultural machinery, the joint production of automotive equipment by SemAZ LLP and GAZ OJSC, the production of thermal insulation materials in partnership with the Technonicol Corporation in the Almaty region, as well as the Karaganda Insulation project being implemented in the Karaganda region in partnership with Zavod Tekhno LLC for the production of modern, highly efficient thermal insulation materials.
