On June 24, 2026, President Kassym-Jomart Tokayev signed amendments on the development of the machinery industry and transportation.

“The Head of State has signed the Law of the Republic of Kazakhstan ‘On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan Concerning the Development of the Machinery Industry and Transportation.’

The provisions of the law are aimed at further improving legislation in the field of mechanical engineering, bringing aviation legislation into line with international standards, and reducing bureaucracy in the activities of government agencies in the transportation sector.

The law introduces amendments and additions to two codes and 13 laws of the Republic of Kazakhstan. As part of the development of the machine-building industry, provisions are included aimed at increasing the competitiveness of domestic manufacturers, improving the efficiency of special economic zones, and enhancing production processes.

In particular, a number of amendments are being introduced to establish the institution of industrial clusters.

This will encourage entities engaged in industrial and innovative activities to jointly implement projects and address industry-wide challenges, such as logistics, infrastructure, and human resources issues.

The law also provides for amendments aimed at improving the operational efficiency of special economic zones.

One of the new provisions establishes reciprocal obligations for SEZ participants, aimed at using goods of Kazakhstani origin during the construction of industrial and innovation projects, as well as utilizing domestic raw materials and components in manufactured products.

The next set of amendments concerns agreements on the industrial assembly of vehicle components.

This provision is proposed to increase the production of vehicles and agricultural machinery, with the mandatory use of vehicle chassis manufactured in Kazakhstan.

In addition, the law introduces a mechanism for assessing the balance of production capacity. This is intended to prevent the provision of state support to new projects when there are existing production facilities that meet domestic demand.

As part of aviation development, the amendments provide for the regulation of flights by Kazakhstani aircraft in the airspace of foreign states, as well as the introduction of a mechanism for granting airlines temporary exemptions from the requirements of Kazakhstani legislation in accordance with ICAO standards. The main objective of these amendments is to establish direct air service between Kazakhstan and the United States by passing the International Aviation Safety Assessment.
