With the participation of Roman Sklyar, First Deputy Prime Minister of Kazakhstan, founding agreements were signed for Sinotruk to become part of the Kazakh company Saran Machinery. This marks the completion of the process to establish a joint venture for the production of commercial and specialized vehicles.
The project is being implemented with the support of the Government of Kazakhstan and the Karaganda Region Administration as part of efforts to expand industrial cooperation. The new plant will be a key element in the development of commercial vehicle production in the country. The joint venture is located in the city of Saran on the premises of Saran Machinery LLP. The plant’s production capacity will reach up to 10,000 units per year, including HOWO trucks. The new plant will be equipped with a modern technological complex, including Kazakhstan’s first metal cataphoresis treatment line. This facility will provide high corrosion protection for vehicle bodies and significantly extend the service life of the equipment.
“Special attention is being paid to the development of localization. The company plans to use body parts made of galvanized steel produced at the domestic metallurgical enterprise Qarmet. This will allow for the maximum use of Kazakhstani raw materials and the establishment of a complete production cycle within the country,” noted R. Sklyar.
Previously, Sinotruk had established localized cooperative production with local partners in Kazakhstan, laying a solid foundation for deepening cooperation. The creation of a new joint venture was a logical continuation of this cooperation, aimed at increasing production capacity, creating jobs, and raising the level of localization. is expected to employ up to 1,000 people once the plant reaches its design capacity.
With the support of the Kazakhstan Industrial Development Fund, the phased delivery of manufacturing equipment is planned for 2025–2026. The first shipment of equipment for chassis and cab assembly is expected as early as October 2025, followed by equipment for painting and welding in the second quarter of 2026.
