The Association of Kazakhstan Machinery Industry held its seventh online meeting of 2026, attended by regional representatives, machine-building enterprises, and industry partners. The meeting focused on government support measures for exporters of non-resource products.
During the meeting, Askhat Abay, Deputy Director of the Trade Finance and Subsidies Department at JSC “Export-Credit Agency of Kazakhstan,” and Dinara Kabdusheva, Senior Manager of the Insurance and Guarantees Department at JSC “Export-Credit Agency of Kazakhstan,” presented the existing support instruments implemented by the Agency.
JSC “Export-Credit Agency of Kazakhstan” is a wholly-owned subsidiary of JSC “NIK ”Baiterek" and a national development institution in the field of promoting non-resource exports. The Agency provides more than 20 types of insurance, guarantee, and financial services aimed at supporting Kazakhstani manufacturers in the manufacturing sector.
The presentation provided a detailed overview of instruments for guaranteeing export transactions, export credit insurance, pre-export financing, loan insurance, and trade finance.
Particular attention was paid to payment deferral insurance and short-term accounts receivable insurance, which protect exporters from the risk of foreign counterparties failing to fulfill their obligations. In the event of an insured loss, the Agency reimburses up to 90% of the loss amount in accordance with the legislation of the Republic of Kazakhstan.
In addition, meeting participants were introduced to pre-export financing mechanisms that provide for the possibility of obtaining preferential loans through second-tier banks at an interest rate of up to 12.6% per annum for a term of up to one year without interim repayments.
Trade financing opportunities were highlighted separately, providing for preferential financing from foreign banks for subsequent lending to importers of Kazakhstani goods. This mechanism allows exporters to receive payment as soon as possible after shipment, reducing the risk of non-payment.
The agency assists in selecting foreign importers and has representative offices in the Russian Federation, Uzbekistan, Tajikistan, Kyrgyzstan, China, Georgia, Turkey, and Azerbaijan.
At the conclusion of the meeting, Talgat Bazarbekov, Director of the Executive Directorate of the Association of Kazakhstan Machinery Industry, informed participants about preparations for the 13th Forum of Kazakhstan Machinery Manufactures, which will take place on April 2–3.
“The Forum has traditionally served as a key platform for dialogue between the government and the business community. Our task is to develop practical solutions for the further development of the machine-building industry, enhancing its competitiveness, and expanding its export potential,” noted Talgat Bazarbekov.
The upcoming Forum will focus on issues related to the development of industrial cooperation and localization, the implementation of robotics and digital technologies, the improvement of state support measures, the expansion of export potential, the attraction of investment, and the training of qualified personnel.
In addition to the plenary session, the program includes panel and breakout discussions, during which specific initiatives aimed at strengthening the national manufacturing base will be examined.
