Deputy Prime Minister Kanat Bozumbayev chaired a meeting of the Project Office for the implementation of the National Project for the Modernization of the Utilities and Energy Sectors (MEKS).
This year, a portfolio of projects worth 31.6 billion tenge is in the implementation phase. To ensure the financial sustainability and scalability of the National Project, a diversified fundraising strategy has been developed. Through bond redemptions by akimats, 29.2 billion tenge has been allocated to JSC “KZHK” to launch 15 pilot projects in West Kazakhstan, Karaganda, Pavlodar, and North Kazakhstan regions. Concurrently, financing through development institutions and commercial banks is being worked out, and plans are in place to attract market-based loans.
Work is underway to implement modern metering and monitoring systems for energy and utility resources. This initiative covers 170 natural monopoly entities and is scheduled for the period from 2026 to 2029. During this period, it is planned to install and replace approximately 8 million metering devices. The relevant ministries have been tasked with adopting standards for utility metering devices by the end of the year.
Kanat Bozumbayev heard reports on promoting the use of domestic goods and services in the implementation of the National Project and on the readiness of EPC contractors. To date, approximately 70 potential suppliers have registered on the MEKS procurement platform. An analysis of enterprises’ needs for 2026 has been conducted, and a list of potential suppliers has been compiled. This includes over 11,000 product lines totaling more than 439 billion tenge.
The Deputy Prime Minister instructed the Ministry of Industry and Trade and the Ministry of Finance to ensure the integration of the service for domestic goods producers with the National Project’s electronic procurement platform — meks.zakup.sk.kz. The relevant agencies are tasked with ensuring the registration of all ERS contractors and potential service providers on the electronic platform, as well as ensuring that the OTP registry is populated with the product lines required under the National Project.
Kanat Bozumbayev paid special attention to social issues, instructing local administrations to intensify efforts to explain the provision of housing assistance to those in need. The Ministry of Labor and Social Protection has been tasked with fully automating the process of obtaining housing assistance in a proactive manner by integrating its information systems with the ERC databases.
