A package of proposals to amend the draft law on support for mechanical engineering is currently under consideration by the Senate.
Senate Chairman Maulen Ashimbayev took part in a round table in Saran dedicated to issues of development in the mechanical engineering industry. During the event, Meyram Pshembaev, Chairman of the Board of the Union of Machine Builders of Kazakhstan, spoke about the work being done by the Union and the current problems facing the industry.
Meyram Pshembaev noted that, with the support of the Senate, extensive work is being done to improve industry legislation. To date, a package of proposals for amendments to the draft law on support for machine building has been prepared and is currently under consideration by senators.
The Association of Kazakhstan Machinery Industry has put forward legislative initiatives to ensure the supply of raw materials to enterprises. In addition, work is underway to conclude direct contracts with Qarmet JSC for 2026.
Meyram Pshembayev also spoke about the promotion of dual education projects, which are being implemented by the Association in conjunction with the Ministry of Education and the Ministry of Industry and Construction of the Republic of Kazakhstan. To date, pilot projects are being implemented in the Akmola, Kostanay, and North Kazakhstan regions.
The head of the Association of Kazakhstan Machinery Industry proposed to accelerate the introduction of industrial robotization, noting that a state planning document in this area is currently being prepared.
“The Association of Kazakhstan Machinery Industry, with the support of the Senate and the Government, is fully prepared to implement the President's instructions on the development of the industry. We are confident that today's meeting will give additional impetus to our work and accelerate the adoption of necessary decisions,” he said.
Senate Speaker Maulen Ashimbayev noted the powerful industrial base of the Karaganda region and the region's high potential, emphasizing that problems of dependence on imports, a shortage of skilled personnel, and technological and digital gaps remain.
"The machine-building industry is developing actively in Kazakhstan. In this regard, it is important today to resolve a number of issues, including ensuring affordable financing and attracting investment. The Senate has developed a separate bill on support for machine building to address these and other issues. Overall, the potential of the machine-building industry in Kazakhstan is very high. To realize it, effective cooperation between government agencies, business, science, and the education system is necessary. Such cooperation will make it possible to create competitive production, increase the level of localization, and promote the formation of a modern, efficient, and export-oriented machine-building industry," the Senate speaker noted.
