On July 2, 2026, a meeting of the General Assembly of the Association of Kazakhstan Machinery Industry, a limited liability organization, was held, during which the results of the Association’s activities for 2025 were reviewed and priority areas of work for the coming period were identified.

Thirty of the 36 General Assembly members with voting rights participated in the meeting. Of these, 16 attended in person, and 14 participated online.

The General Assembly members approved the report on the Association’s activities and the Audit Commission’s report for 2025. Decisions were made to update the composition of the Coordinating Council and the General Assembly, as well as to extend the terms of the current members of the Audit Commission.

Opening the meeting, Meyram Pshembaev, Chairman of the Association’s Board of Directors, noted that mechanical engineering continues to hold a key position within the country’s manufacturing sector.

“At the end of 2025, the volume of machinery manufacturing output amounted to approximately 5.7 trillion tenge, with a physical volume index of 112.9% and a share in the manufacturing sector of 19%. At the same time, challenges remain regarding the further development of domestic production, increasing the level of localization, and expanding the participation of Kazakhstani manufacturers in procurement by major customers,” emphasized Meyram Prshembayev.

Talgat Bazarbekov, Director of the Association’s Executive Directorate, outlined the key results of the Association’s work to develop the domestic machine-building industry. Thanks to joint efforts with the Government of the Republic of Kazakhstan, the Parliament, and government agencies, legislative amendments were adopted aimed at developing the manufacturing industry, expanding the use of domestic value mechanisms, improving off-take contracts, and stimulating investment activity among enterprises.

Talgat Bazarbekov specifically highlighted the Association’s participation in drafting amendments to the Law of the Republic of Kazakhstan on the Development of the Machinery Industry, which was signed by the Head of State on June 24, 2026.

“As part of the working group on the development of the machine-building industry under the Senate’s project office, the Union, together with members of Parliament, government agencies, and industry representatives, worked to formulate proposals aimed at developing domestic production, increasing enterprise capacity utilization, and expanding industrial cooperation,” noted Talgat Bazarbekov.

According to him, the adopted law provides for a set of measures to develop industrial clusters, improve the operations of special economic zones, expand the localization of production, increase domestic value added, and boost the participation of domestic manufacturers in procurement by major customers.

The report presented the results of the Association’s work on implementing the Comprehensive Plan for the Development of the Machinery Industry for 2024–2028, carrying out the recommendations of the Kazakhstan Machinery Manufacturers’ Forums, developing international cooperation, promoting exports, training personnel, advancing import substitution mechanisms, and expanding industrial cooperation.

Key objectives for 2026 were also identified. Among the priorities are the continued implementation of measures under the Comprehensive Plan for the Development of the Machinery Industry, facilitating compliance with legal provisions governing the machinery industry, developing import substitution and domestic value-added mechanisms, introducing industrial robotization, and attracting investment.

Aibek Kazhkenov, Chairman of the Association’s Audit Commission, presented a report on the results of the audit of the Union’s financial and operational activities for 2025. The Audit Commission’s conclusion confirmed that the Union’s activities are carried out in accordance with its Charter, financial documentation is maintained in accordance with established procedures, and funds are used for their intended purposes.

Yerkhanat Makanov, Deputy Chairman of the Board of the Association of Kazakhstan Machinery Industry, presented the results of efforts to update the composition of the Association’s collegial bodies and changes to the composition of the General Assembly. Following the discussion, the participants endorsed changes to the composition of the Coordinating Council, extended the term of the current Audit Commission, and approved changes to the membership of the General Assembly. It was noted that the decisions adopted are aimed at improving the Association’s operational efficiency and strengthening the role of active companies in the industry within the Association’s work.

During the discussion, participants in the General Assembly gave a positive assessment of the Association’s activities and offered suggestions for the further development of the industry and the improvement of the organization’s work.

Azamat Panbaev, Chairman of the Industry Committee at the Ministry of Industry and Construction of the Republic of Kazakhstan, spoke highly of the Association’s performance, highlighting its ongoing efforts to collaborate with development institutions, address industry financing issues, and improve mechanisms for state support of machine-building enterprises.

Alexander Yanbulatov, a member of the General Assembly and director of Format Mach Company LLP, highlighted the practical results of the Association’s work in promoting import substitution and collaborating with major customers.

“We see the practical results of this work in the example of our company. With the Association’s assistance, contracts were signed with major customers, including ERG,” he noted.

Specifically, ERG and Format Mach Company LLP have signed an off-take contract worth 11 billion tenge for the supply of spare parts for mining equipment and railway machinery.

Aman Akinov, the Association’s regional representative and director of MER LLP, noted the importance of the amendments made to the Association’s Charter, which provide for the participation of regional representatives in the General Assembly with advisory voting rights.

According to him, this will allow for more effective representation of the interests of regional enterprises, strengthen feedback from production sites, and increase the involvement of regional businesses in the Association’s activities.

Askar Syzdykov, a member of the General Assembly and CEO of Astana Electrotechnical Plant LLP, emphasized that the General Assembly should include enterprises that actively participate in the development of the industry and the Association’s activities.

Eset Duisenov, a member of the General Assembly and CEO of AZTM JSC, noted the importance of the Coordination Council’s work as a platform for jointly addressing industry issues with the participation of government agencies and major customers.

Also participating in the discussion were Kuandyk Nurpeisov, a member of the General Assembly and Director of “Inkar-1” LLP; Talgat Alpysbaev, the Association’s regional representative and Director of “Karlscrona LC AB” LLP; Alexander Papp, a member of the General Assembly and Director of “Kelet” JSC; Andreas Kefer, a member of the General Assembly and CEO of Böhmer Armatur Kazakhstan LLP; and Kairat Kalmanbaev, a member of the General Assembly and CEO of Tynys JSC, who put forward a number of proposals for the further development of the Association’s activities.

Following the meeting, the participants in the General Assembly reaffirmed their commitment to continuing to work together to develop the domestic machine-building industry, increase domestic value added, foster industrial cooperation, and enhance the competitiveness of Kazakhstani enterprises.
