Starting in November 2025, an electronic procurement platform will begin operations as part of the implementation of the national project to modernize the energy and utilities sectors (hereinafter referred to as MEKS).
It is based on the electronic procurement system of Samruk-Kazyna Contract LLP, which has been designated as the platform administrator. Now, natural monopoly entities will be able to submit online applications for the modernization of their facilities, and the entire process of reviewing and approving them will take place efficiently in a digital format.
According to the Rules for the planning, selection, and approval of projects, as well as the monitoring of the design, construction, and/or operation processes in the housing and housing and utilities sectors, the deadlines for approving applications are strictly regulated.
The digitization of procurement procedures is viewed as the primary tool for the effective implementation of the National Project. Deputy Prime Minister of Kazakhstan Kanat Bozumbayev is personally overseeing the development of the platform and has instructed that it be launched in November.
To ensure the platform’s launch, the necessary regulatory framework was established in advance. In September 2025, an order from the Ministry of Industry and Construction approved the Rules for the Operation of the Electronic Platform within the framework of the National Project, and also identified the responsible authorities and operational regulations.

The MEKS electronic procurement platform covers the full life cycle of modernization projects — from application submission to facility commissioning. The system automates key processes, including:
1) planning, selecting, and approving projects, as well as monitoring their implementation at all stages;
2) determining financing mechanisms for modernization and the terms for providing subsidies on loan interest rates for projects;
3) procurement of works and services for project implementation — selection of contractors and conclusion of turnkey contracts (EPC contracts) in electronic format;
4) subsidizing loan interest rates for natural monopoly entities;
5) purchasing equipment and materials from Kazakhstani manufacturers by concluding off-take contracts to support domestic businesses;
6) generating reports and analytics on all listed processes to monitor project implementation progress.
The electronic system ensures transparency, efficiency, and control at all stages. Each application receives a unique ID; all actions by approving parties and contractors are confirmed by an electronic digital signature; and documents are stored electronically.
The platform is integrated with government registries and industry databases, which eliminates data duplication and allows for automatic verification of necessary information.
This approach significantly speeds up processes and enhances oversight: responsible authorities can view the current status of each project, and the risks of delays or uncoordinated actions are minimized.
Authorized representatives from ministries and akimats have access to the platform to coordinate projects, as do the applicants themselves — companies that submit documents and track the progress of their review through a personal account.
In addition, an open analytical web portal (dashboard) and a contact center are being created, through which the public will be able to receive up-to-date information on the progress of the National Project. An online map of facilities and interactive statistics dashboards will allow users to track project progress in real time. Users will be able to see which facilities are in the approval stage, where construction has already begun, and which projects have been completed.
The MEKS National Project is aimed not only at modernizing critical energy and housing and utilities infrastructure, but is also accompanied by the implementation of advanced digital solutions to manage renovation processes at every stage. At the same time, the launch of a unified electronic platform supported by Samruk-Kazyna Contract and the upcoming integration of the Digital Tenge create an unprecedented level of transparency and control over the work.
