Domestic Processing of Raw Materials Is Increasing in Kazakhstan

In accordance with the directives of Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, regarding the development of deep processing of raw materials and the expansion of the manufacturing sector, the Ministry of Industry and Construction is implementing state support measures aimed at supplying domestic producers with raw materials for domestic processing.

Expanding the raw material base and export potential contributes to increasing state budget revenues and forming a sustainable industrial base that ensures the production of high value-added goods.

One of the tools for developing domestic processing is a mechanism to supply domestic enterprises with base metals—aluminum, copper, and zinc. Major mining companies prioritize supplying raw materials to the domestic market; after fulfilling their obligations to domestic enterprises, the remaining volumes may be exported.

The size of the discount provided to domestic enterprises depends on the depth of product processing:

• for finished products — 5% of the London Metal Exchange (LME) price;

• for intermediate products — 1%.


As part of this state support measure, in 2025 the Ministry accepted applications, conducted expert reviews, and signed trilateral agreements with 18 enterprises for the supply of cathode copper, primary aluminum, and metallic zinc.

Demand for raw materials from manufacturing enterprises is growing. In 2025, the demand for copper amounted to 18,600 tons, and in 2026, an increase of 10% is expected—to 20,400 tons.

In the aluminum industry, the volume of domestic processing in 2025 amounted to 57,400 tons, while demand for primary aluminum in 2026 is expected to reach 77,700 tons, an increase of more than 35%.

In the zinc industry, demand in 2026 is 2,600 tons, which is 45% higher than in 2025 (1,800 tons).

Supplying domestic manufacturers with base metals helps utilize existing facilities and increase production of wire rod, cable and wire products, batteries, window profiles, furniture fittings, and other goods.

The development of this sector contributes to the expansion of domestic raw material processing, an increase in the output of high-value-added products, and the expansion of the country’s export potential.
