Domestic manufacturers to receive compensation for rail freight costs

Kazakhstan has expanded its government support measures for domestic production. Amendments have been made to the “Rules for the Provision of Government Incentives to Industry Aimed at Promoting Processed Goods, Works, and Services of Kazakhstani Origin in the Domestic Market.”

Under the amendments, domestic enterprises are provided with reimbursement of up to 50% of the costs of transporting priority goods by rail within the country. The maximum amount of compensation is up to 10,000 monthly calculation indices (43.25 million tenge). Previously, no state support measures for domestic rail transport were in place in the republic.

The new measure is aimed at reducing producers’ transportation costs, increasing the competitiveness of Kazakhstani products, and stimulating the growth of Kazakhstani content.

In addition, the amount of compensation for international product certification costs has been increased fivefold. Whereas previously the state reimbursed up to 3,000 MCI, it now reimburses up to 15,000 MCI, which amounts to approximately 65 million tenge. The availability of international certificates allows Kazakhstani companies to participate in tender procedures of transnational organizations and expand their export opportunities.

Changes have also been made to the “Rules for Providing State Incentives to Industry Aimed at Increasing Labor Productivity of Industrial and Innovative Entities.” Requirements regarding tax dynamics have been relaxed: the condition of annual growth in tax payments no longer applies to enterprises registered less than seven years ago (previously—less than three years). This takes into account the actual time required for new production facilities to reach their design capacity and expands access to state support for a wider range of companies.

The main goal of the changes initiated by the Ministry of Industry and Construction is to strengthen state support for Kazakhstani manufacturers and increase the competitiveness of the economy.

The national operator responsible for implementing state incentive measures aimed at increasing labor productivity and promoting products in the domestic market is QazIndustry. By the end of 2025, the center had reimbursed small and medium-sized enterprises for expenses totaling over 1.436 billion tenge, and approximately 60 enterprises received state support.
