At a meeting of the Project Office for the implementation of the National Project for the Modernization of the Utilities and Energy Sectors, issues related to the preparation of the “Modernization Roadmap through 2029,” the introduction of the Digital Tenge, and the involvement of international financial institutions were discussed. The results of an analysis of coverage and instrumentation needs were presented.
For 2026, a need of over 1 trillion tenge has been identified to repair 14,000 km of utility networks and replace 8,000 pieces of equipment nationwide.
To improve efficiency, work is underway to consolidate utility companies. Under the GCB mechanism, 47% of the 22.5 billion tenge allocated for 10 pilot projects to reconstruct heating networks and water treatment facilities in four regions has been disbursed.
The Baiterek Holding is actively collaborating with the World Bank, the EBRD, and Eximbank, which have expressed their readiness to participate in project financing.
The Ministry of Industry and Construction has identified the need to install “smart” meters: more than 3 million for water, 3 million for electricity, and 30,000 for heat supply.
Deputy Prime Minister Kanat Bozumbayev reviewed the readiness of the electronic procurement platform and instructed that the first three modules be launched by November 1. The Deputy Prime Minister also instructed that the National Project’s needs be identified by region and year, and that the data be shared with domestic manufacturers.
