On February 13, 2026, the first meeting of the Committee on Mechanical Engineering and Metalworking of the Presidium of the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken” in 2026 was held, chaired by Yerkhanat Makanov. During the meeting, issues related to the development of the industry were discussed, and work plans for 2026 were approved.
Opening the meeting, Yerkhanat Makanov reported that a few days earlier, a meeting had taken place with Kanat Sharlapaev, Chairman of the Presidium and Chairman of the Board of the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken,” during which the current state of the machine-building industry was discussed.
“The NCE will continue its systematic and consistent work on the development of mechanical engineering and metalworking, contributing to the resolution of strategic issues facing the industry,” emphasized Yerkhanat Makanov.
Almat Askar, Managing Director and Director of the Manufacturing Industry Department at the Atameken National Chamber of Entrepreneurs of Kazakhstan, presented the draft Work Plan of the Committee for 2026. The document was developed taking into account the proposals of Committee members and includes consideration of current industry issues over the course of four quarters.
Key priorities include the implementation of the Register of Kazakhstani Manufacturers and the National Product Catalog, the implementation of the national project “Modernization of Energy and Housing and Utilities,” issues related to localizing production during the construction of nuclear power plants, fulfilling the President of Kazakhstan’s directive to increase the share of off-take contracts with domestic producers in regulated procurement to at least 10%, and the launch and operation of the National Industrial Information System.
“The plan is practice-oriented. As early as March 2026, it is planned to thoroughly review issues related to the implementation of a registry and contractual mechanisms aimed at industrial development. It is important to ensure the participation of representatives from authorized state bodies, including the Ministry of Industry and Construction of the Republic of Kazakhstan, as well as the Samruk-Kazyna Group of Companies," noted Yerkhanat Makanov.
Following the discussion, the Committee’s Work Plan for 2026 was put to a vote and approved.
A separate item on the agenda was the approval of the Work Plan of the Association of Kazakhstan Machinery Industry for 2026, which was presented by Talgat Bazarbekov, Director of the Executive Directorate of the Association of Kazakhstan Machinery Industry. The document includes 7 sections and 22 activities and covers the implementation of the Comprehensive Plan for the Development of the Machine-Building Industry of the Republic of Kazakhstan for 2024–2028, the implementation of the recommendations of the 12th Forum of Machine Builders of Kazakhstan, the implementation of measures within the framework of the protocol instructions of the Head of State and the Government of the Republic of Kazakhstan, strategic directions for the industry’s development, regional development, the preparation and holding of the 13th Forum of Machine Builders of Kazakhstan and the Kazakhstan Machinery Fair 2026, international cooperation and export promotion, and ensuring the industry is staffed with qualified personnel.
“The work plan is extensive and comprehensive. Ahead of us is the 13th Forum of Kazakhstan Machinery Manufactures, which will feature 12 panel discussions. Registration for the Forum is already open; it is important to ensure active participation by representatives of the regions and industry enterprises,” noted Yerkhanat Makanov.
The meeting also addressed the issue of updating the composition of the Committee on Machine Building and Metalworking. Currently, the committee consists of 24 voting members and 11 members with advisory status.
Based on a personal request from Kuanysh Bishimov, CEO of Atyrau Oil Refinery LLP, it was proposed to remove him from the Committee and to include Talgat Alpysbaev, CEO of KARLSKRONA LC AB LLP, Talgat Alpysbaev and the Director of LocoSystems LLP, Maksat Kanatbaev, to the Committee.
The proposed candidates meet the requirements of the Committee Regulations and will be submitted to the Presidium of the Atameken National Chamber of Entrepreneurs for final approval.
Following the meeting, the participants confirmed their readiness for systematic and coordinated work on the development of mechanical engineering and metalworking in 2026.
