On August 26, the Association of Kazakhstan Machinery Industry held a meeting of the Committee on Machine Building and Metalworking of the Presidium of the National Chamber of Entrepreneurs of Kazakhstan “Atameken”. The meeting was chaired by Temirzhan Abdrakhmanov, Deputy Chairman of the Committee on Mechanical Engineering and Metalworking of the Atameken National Chamber of Entrepreneurs of Kazakhstan and a member of the Board of the Association of Kazakhstan Machinery Industry.
Participants discussed the involvement of domestic manufacturers in the machinery sector in the national project “Modernization of Energy and Housing and Utilities,” as well as preparations for the launch of the Unified Register of Kazakhstani Manufacturers.
Talgat Bazarbekov, Director of the Executive Directorate of the Association of Kazakhstan Machinery Industry, delivered a presentation on the involvement of domestic manufacturers in the implementation of the National Project for 2025–2029. He noted that the project, with a total investment of 13.6 trillion tenge, calls for the maximum use of domestic goods, works, and services in the modernization of the energy and utilities sectors.
“Since the approval of the National Project, the Association of Kazakhstan Machinery Industry has been actively working to involve domestic enterprises. Requests have been sent to more than 150 manufacturers, and proposals have been received from 70 enterprises for more than 300 product items,” noted Talgat Bazarbekov.
The speaker added that enterprises are showing a high level of interest in participating in the implementation of the National Project. At the same time, the lack of technical documentation and drawings, as well as low procurement volumes, remain limiting factors. To address these issues, the Association, in collaboration with Kazcenter ZhKH JSC, organized a series of meetings where key measures were proposed: the development of a long-term modernization plan, the early provision of procurement information, localization requirements for foreign suppliers, and access for industry associations to the electronic procurement platform.
In addition, the Association, together with government agencies, is working on the development of subordinate legislation regulating the mechanism for procuring products from Kazakhstani Manufacturers within the framework of the National Project. Proposals regarding the draft Rules for the Operation of the Electronic Procurement Platform have been submitted to the Committee on Construction and Housing and Utilities of the Ministry of Public Works and Housing of the Republic of Kazakhstan. Other regulatory acts in the housing and utilities sector affecting the participation of SMEs in procurement activities are also under consideration.
The Association has requested the Atameken National Chamber of Entrepreneurs to assist in obtaining information from the Committee for the Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan regarding a long-term plan for the modernization of facilities based on forecasts of their wear and tear, as well as requirements for equipment and materials (range, volumes, and delivery schedules).
During the meeting, JSC “Qazindustry” also presented information on its work to create a registry of domestic manufacturers and the readiness of the enterprise screening system. This tool will ensure procurement transparency and serve as an important measure to support conscientious manufacturers.
According to Zhandos Temirov, Deputy Head of the Directorate for Creating a Kazakhstani Manufacturers Belt Around Large Enterprises at Qazindustry JSC, the registry will include several levels of registration on an online platform and digital verification of the data provided. Screening will be conducted quarterly, with information on enterprises sourced from government databases.
Inclusion of enterprises in the Kazakhstani Manufacturers registry will grant them access to participate in all regulated procurements by subsoil users, Samruk-Kazyna JSC, and quasi-state sector organizations, as well as allow them to apply for state support measures.
The meeting concluded with a reaffirmation of the importance of systematic efforts to involve domestic enterprises in the implementation of strategic projects, as well as the introduction of transparent mechanisms to support Kazakhstani Manufacturers. The Association of Kazakhstan Machinery Industry will continue to actively engage with government agencies, the business community, and industry associations to ensure the effective implementation of the National Project and the consistent protection of the interests of enterprises in the machine-building industry.
