The Association of Kazakhstan Machinery Industry held its sixteenth online meeting of 2026, attended by regional representatives, machine-building enterprises, and government agencies. Participants discussed the inclusion of products in the AGSK-3 list and the Register of Kazakhstani Manufacturers as part of the National Project “Modernization of the Energy and Utilities Sectors”.
The meeting was attended by representatives of the Ministry of Industry and Construction of the Republic of Kazakhstan, the Committee for Construction and Housing and Utilities, and KazNIISA JSC.
As noted, the National Project provides for support for domestic manufacturers. The implementation mechanism includes project selection, their approval at the level of sectoral government agencies, identification of funding sources, and the conduct of competitive procedures for selecting EPC contractors. During the development of design and cost estimates, a list of products planned for procurement under the National Project is compiled, with priority given to domestic manufacturers.
Particular attention was paid to the role of AGSK-3—the architectural, urban planning, and construction catalog—which is becoming a key tool for business participation in modernization projects. With the introduction of the MEX digital procurement platform, integrated with the KTP Registry, the selection of manufacturers will be carried out automatically based on AGSK-3 codes.
“Possession of AGSK-3 codes is mandatory for participation in MEUS projects. Currently, the Union is actively collaborating with the Ministry of Industry and Construction, Qazindustry JSC, the Kazakhstan Center for Modernization and Development of Housing and Utilities JSC, and relevant organizations. “We plan to sign a cooperation agreement on industry monitoring, technological cooperation, and the development of Kazakhstan’s machine-building sector as part of the national project ‘Modernization of the Energy and Utilities Sectors,’ in which the Union has been assigned a significant role,” he noted.
During the meeting, changes to the approaches for compiling the catalog were also presented. According to industry representatives, an update to the system is expected in May 2026: the number of entries will be reduced from 200,000 to approximately 2,000 catalog items, which should simplify the product classification process.
Meeting participants identified a number of issues that enterprises face when obtaining the AGSK-3 code.
Following the discussion, the Association of Kazakhstan Machinery Industry will continue working on proposals aimed at increasing the accessibility of mechanisms for domestic manufacturers’ participation in the implementation of the National Project “Modernization of the Energy and Utilities Sectors.”
The Association’s key objective remains ensuring the maximum possible participation of domestic manufacturers in the implementation of the national project.
