The Association of Kazakhstan Machinery Industry held its third online meeting of 2026, attended by regional representatives, machine-building enterprises, and industry partners.
The online meeting focused on issues related to government incentives for business, increasing labor productivity, promoting localization, and implementing digital technologies in industry.
The main focus was on government support measures aimed at improving the efficiency of industrial enterprises.
Aida Alshinbaeva, Chief Expert of the Business Incentives Directorate at JSC “Kazakhstan Center for Industry and Export ‘Qazindustry’,” spoke about current government business support measures.
“Government incentive measures are primarily aimed at increasing labor productivity, developing employee competencies, improving technological processes, and introducing digital technologies. These tools allow enterprises not only to optimize processes but also to increase their competitiveness,” noted Aida Alshinbaeva.
The expert explained the eligibility criteria for applicants, stating that program participants must be small and medium-sized enterprises that manufacture products from the list of priority goods and do not have a 50% or higher stake held by the state, national holding companies, or national corporations. Mandatory requirements also include compliance with current regulations, having been in operation for at least one calendar year, having no outstanding tax or social security debts, and demonstrating growth in tax payments over previous years.
Reciprocal obligations for businesses were also outlined. Companies must ensure that revenue from the sale of products and the provision of services increases by at least twofold relative to the amount of state support received over a two-year period.
The meeting also reviewed measures to promote goods, works, and services of Kazakhstani origin in the domestic market, including compensation for the costs of international certification, the purchase of equipment for product labeling, and rail delivery within the territory of the Republic of Kazakhstan.
Maksim Belyakov, Director of Sailet, presented a practical case study on the digitalization of production, showcasing solutions in the field of control systems and management decision-making for machine-building enterprises.
“Our company has been in operation since 2017. During this time, we have completed more than 60 medium- and large-scale projects. Business process automation enables our clients to significantly improve efficiency and reduce costs. We focus on delivering measurable results,” emphasized Maxim Belyakov.
The company’s clients include BI Group, Kazakhstan Railways, the World Bank, Lukoil, Kamkor Service, and other organizations.

Following the online meeting, participants noted the high practical significance of the information presented and the relevance of the discussed support measures and digital solutions for the machine-building industry. The Association of Kazakhstan Machinery Industry will continue its work to inform enterprises about existing state support instruments, as well as to facilitate the implementation of modern technological and management solutions in production.
