New bill on improvement of public procurement sphere

Minister of Finance of RK Bakhyt Sultanov during the press conference on the results of the meeting of the Government reported about the main principles of the bill being developed to improve the sphere of public procurement.

The main principles of the new bill on improving the sphere of public procurement are the creation of uniform rules for all subjects of the quasi-public sector and increasing the responsibility of the participants in procurement. According to B. Sultanov, a uniform approach will facilitate the terms of participation in the state and quasi-public procurements for entrepreneurs. At the same time, it is planned to unite all the information systems that exist today in the system of public procurement.

“Unfortunately, there is no currently responsibility in the legislation for purchases in quasi-public sector. Therefore, the amendments to the Administrative Code of the RK and anti-corruption legislation provide for liability for violation of procurement rules of the quasi-public sector, ” B. Sultanov noted.

The bill also provides for the control of the quasi-public sector by the Internal Audit Committee of the Ministry of Finance of the RK. As the Minister of Finance noted, this measure was adopted in order to coordinate the corporate governance system in the quasi-public sector and to develop uniform procurement rules.
